The bill requiring individuals to prove U.S. citizenship before voting faces an uncertain future. Although Republicans hold the majority, they need 60 votes to pass the controversial legislation, which cleared the House this week and would take effect for the November elections. Intense debate is expected over whether the so-called SAVE Act is truly aimed at preventing fraud—or instead at suppressing the vote. Reporting from Washington, José López Zamorano.
