Uphill Climb for Health for All. A bill to expand health care coverage for undocumented people in New York is facing headwinds in the state Assembly after Gov. Kathy Hochul expressed concerns about the costs. Called Coverage For All, the bill would direct the state health commissioner to request a waiver from the federal government to allow undocumented people to enroll in the state’s Essential Plan program.
