Despite harsh criticism from Latino and African American lawmakers and activists, the Texas legislature has passed a controversial law creating five new Republican seats, a move that reduces minority representation in the state. In response, California’s legislature moved forward with a plan to create five Democratic districts to neutralize the Republican advantage ahead of the 2026 elections.
