President Trump is bringing together in Miami 12 Latin American presidents closest to his administration to form a political bloc in the region. Mexico—neighboring country and the United States’ largest trading partner—is notably absent. What is the real agenda behind this summit? How does it meet the goals of the renewed Monroe Doctrine? And what’s the political agenda of the chosen governments?

Immediate Tariff Refunds. A federal judge has ordered the Trump administration to begin refunding more than $130 billion collected through global tariffs that the Supreme Court later struck down. Meanwhile, California has filed a new lawsuit seeking to halt additional global tariffs that, according to Governor Gavin Newsom, illegally burden U.S. consumers.

At the same time, facing pressure from Washington, the Cuban government announced political and economic changes allowing greater partnerships between state-owned and private enterprises.
