After more than six weeks of closure, Republicans in the House and Senate agreed on a plan to fund the Department of Homeland Security. The proposal does not include funding for ICE or Border Patrol through September, nor does it incorporate the immigration enforcement reforms sought by Democrats. Republican hardliners oppose the deal. A vote is expected today. What does this new framework mean? What political maneuvers can be expected in September?
