This winter, the return of La Niña is expected, bringing warmer and drier conditions to the southwestern United States, further worsening the drought in the West. Several states are preparing for deeper cuts to their Colorado River water supply, as time runs out for the seven basin states to reach an agreement on how to manage and share the river that provides water to 40 million people. What can we expect this winter? Which regions and communities will be hit hardest? What proposals are on the table? How likely is it that a consensus will be reached?
