Historic Free-College Plan.

In a plan hailed as groundbreaking, New York became the first state in the nation to offer tuition free education at all public colleges. More than 200,000 middle-class students are expected to benefit. Gov. Cuomo challenged at the bill signing other states to adopt similar programs. Meantime, in Washington, Sen. Bernie Sanders and others introduced the College for All bill in Congress, seeking to eliminate tuition and fees at public colleges and universities. A national advocate examines the plan and gives his perspective.
